Question about cool edit pro 2.0

I want to do some echoing like in the Three Six Mafia "Will Blast" where they have Three six mafia echoing from left to right in th background but i'm not sure if i can do it, if anyone knows how to pull this off and could tell me that would be greatly appreciated.
