They are the Sylvers. Dope group from the late 70s. Tight as hell. Their little brother Foster Sylvers made that cut back in the day "Misdemeanor". Download that song and then you will be like "Oh shit! That's where that sample came from."

By the way, the album he was playing with all the folks with the afros was The Sylvers. Maybe someone can find a sample to flip from that...
