Taking from one song to make your own

If a person was to listen to a song and like a certain part of it lets say a bass line. If the person was to make a beat and play that bass line over by ear as close as they could and make a song with it using everything else original is that considered illegal? What do you guys think?

I look at it as jacking! If someone took the mirror off my car, eventhough they didn't steal my car -- I still got jacked and I would be pissed.

K.O. let me school you, what you just described is called an interpolation and if you try it and press it up and sell it get ready for a lawsuit...just that simple....in production playing something over based on an original work is equivalent to using a sample...
